WS4: Active Distribution Grids

Chair: Dr. Heiko Englert

is head of product management of the protection relay business of the Siemens Digital Grid Unit. He is secretary of IEC TC57 and CENELEC TC57, member of IEC TC8, IEC SyC Smart Energy, IEEE PES PSRC and several committees and working groups on regional level. He is chair of the German VDE/ETG taskforce “protection and automation of active distribution grids” that published its final report in 2016. He authored more than 70 technical papers and holds several patents in the field of protection and substation automation.
Since 2006 he is working for Siemens Energy Management Division. Heiko received the Dipl.-Ing. degree and Dr.-Ing. degree in electrical engineering from Saarbrücken University and Darmstadt University of Technology in 1997 and 2002, respectively. After working as research assistant at Institute of Electrical Power System at Darmstadt University of Technology he joined IDS GmbH, Ettlingen, where he spent two years as project engineer for customer protection and substation automation systems. After this he was product manager for protection and substation automation systems and successfully introduced IEC 61850 to the product portfolio.

Contributors:

Dr. Georg Kerber is lead engineer for high voltage network planning at LEW-Verteilnetz GmbH, the regional distribution system operator in the Augsburg area. His area of responsibility includes grid codes and network connection requirements for electrical resources in HV/MV/LV grids. Moreover he is involved in several research projects on grid islanding and emobility.
He is chair of the German FNN working group on “Requirements for communication and control interfaces”, member and editor of several working groups of DKE and FNN.
Since 2015 he is working for LEW-Verteilnetz GmbH, before he was with EnBW Regional AG. He received the Dipl.-Ing. degree and Dr.-Ing. degree in electrical engineering from TU München in 2000 and 2005 respectively.

Bernhard Wittenberg: is project manager at Technik Innovation department with Netze BW GmbH, Stuttgart.
He received Bachelor of Engineering in Mechatronics / Electrical Engineering and Master of Science in Sustainable Energy Supply from HS Esslingen and University of Stuttgart in 2012 and 2014 respectively.

Abstract:

As renewable energy resources are mostly connected to the distribution grid, the change from centralized to decentralized energy generation poses technical and economic challenges for distribution grids. The distributions grids changes from one way to two-way traffic with consequences for power system protection, automation, network planning and grid operation.
As a consequence “active distribution grids” are required. These are characterized by their ability for an automatically and situational aware adjustment of operational parameters (such as load and generation, voltage, reactive power, protection settings and grid topology) including the low voltage level.
The study systematically describes challenges from a protection and automation prospective and presents concepts, measures and recommendations to master these. In particular the role of ICT is highlighted.
In the first part the results of the study are presented. In addition the challenges are discussed from the utility prospective with the focus on coordination between market, control and network security management. The third contribution discusses the experiences of an ICT enabled rural distribution grid with high penetration of renewable generation.
The second part will be session with open discussion including Question & Answers in form of a fish bowl session.
